In the heart of the UN HQ, where ever it is rebuilt, while many world leaders were there? Could they come throw alive? The second is a Lovecraftian unknown just popped out. Whatever anger or hatred they felt to their friend or enemy they didn't wish this upon them. The first being similar to what happened on 9/11. The cataclysm was a giant space octopus who psychically mindraped everyone in NYC to death in its death throws. One man who can be hunted down and killed. If he didn't stop that he might very well not stop a country launching nukes. He didn't cause the destruction, but he now cares so little he didn't stop it. The flaw is if they find out the truth, believe it, they'll have realized Manhattan will do squat. He is a known being the world can fear, can love, can hate. He will judge and may strike you down if he decides he doesn't like what he sees. He destroyed thousands, if not more, in cities all over the world. Ozymandias effectively made Manhattan "Science God". The story is identical except for what Ozmandias used so it isn't much of a spoiler. I wish this place had spoiler tags listed for what they used (or Reddit to create a standardized set.). The two have very dramatic tones to them. The Comics didn't have an elaborate setup to blame Manhattan because, well, it would have seemed stupid to a good chunk of the viewers.
